TSD filing will change from 1 October
From 1 October 2026, the process for filing the Estonian income and social tax return (TSD) will change. The Estonian Tax and Customs Board will introduce a new data-based solution that allows payroll data to be submitted directly from a company’s business software.
In the first stage, the change will apply to Annexes 1 and 2 of the TSD, covering payments made to residents and non-residents and the related taxes and contributions. Instead of logging in to e-MTA, entering data manually or uploading files, the required data can be submitted directly from the company’s business software.
Avalah’s Estonian localization supports the new solution
Odoo customers using Avalah’s Estonian localization will be able to use the new data-based TSD solution directly in Odoo.
From Odoo, you can:
- submit the data for TSD Annexes 1 and 2 to the Estonian Tax and Customs Board;
- receive the TSD return prepared by the Tax and Customs Board based on the submitted data;
- review the return in Odoo;
- confirm the declaration directly in Odoo.
This means that the entire process can be completed within one system, without having to switch separately to e-MTA to file the TSD.
The new solution is designed to reduce manual work and duplicate data entry. As the information is transferred directly from Odoo to the Estonian Tax and Customs Board, it also reduces the risk of errors caused by manually transferring data between systems.
What happens to the existing TSD annexes?
The change taking effect on 1 October will initially apply to TSD Annexes 1 and 2. The Estonian Tax and Customs Board will combine their current structure into a new payroll payments view, bringing together data on both residents and non-residents.
There will initially be no changes to the filing of the other TSD annexes. Their transition to data-based reporting will take place gradually at a later stage.
